The 9th China International Civil Servants Capacity Building Programme Inaugurated in Tianjin

 

The opening ceremony of the 9th International Civil Servants Capacity Building Programme was held in Nankai University, Tianjin, on July 15, 2019. This event is sponsored by United Nations Association of China (UNA-China), supported by the Department of International Cooperation of the Ministry of Human Resources and Social Security (MOHRSS) and hosted by Nankai University. Remarks at the ceremony were given by Ms. ZHANG Dan, Vice-President and Director-General of UNA-China, Mr. MA Hezu, Deputy Director-General of the Department of International Cooperation of MOHRSS, Mr. ZHAO Xing, Counsellor of the Department of International Organizations and Conferences of the Ministry of Foreign Affairs, Mr. ZHU Guanglei, Vice-Principal of Nankai University. Mr. Zhang Ning, Deputy Secretary-General of the China Scholarship Council and other participants attended the ceremony.

 

In her opening remark, Ms. ZHANG Dan said that Xi Jinping Thought on Diplomacy has charted the course for China¡¯s in-depth participation in the global governance. China has actively advocated the concept of global governance based on extensive consultation, joint contribution and shared benefits, and provided more and more public goods. However, China is still seriously underrepresented in international organizations. There is still a long way to go with training reserve talents for international organizations. She introduced the significance of the China International Civil Servants Capacity Building Programme and the new features of this year¡¯s Programme. She encouraged the trainees to strengthen the capacity building to make contribution to promoting common development and win-win cooperation between China and the rest of world.

 

 

Mr. MA Hezu briefed the status quo of China¡¯s international civil servants. He pointed out that the international civil servants are playing an irreplaceable role in drafting documents and setting agenda items etc., while international organizations play an increasingly important role in the global political and economic system. China is facing a good opportunity to contribute more civil servants to international institutions. He hoped that the trainees could seize the opportunity to actively participate in international and multilateral affairs and contribute to the global governance.

 

Mr. ZHAO Xing said that the world today is experiencing profound changes unseen in a century. The major country diplomacy with Chinese characteristics has started a new journey. The training and promotion of talents for international organizations enables China to contribute more to a just and equitable global governance system. The China International Civil Servants Capacity Building Programme organized by UNA-China played a positive role in improving the capacity of the youth and cultivating reserve talents for international organizations.

 

Mr. ZHU Guanglei briefed Nankai University¡¯s centennial history and its achievements in international exchanges. He said that hosting the Programme is a great opportunity for Nankai University to accelerate the pace of opening up, improve the international level of talents training, and cultivate reserve talents for international organizations. He hoped that the trainees would enhance their capabilities and lay a solid foundation for participating in international affairs.

 

The China International Civil Servants Capacity Building Programme was inaugurated in 2011, aiming to train reserve talents for China and contribute Chinese strength to the development of the United Nations and other international organizations. During the nine-day Programme, senior officials of international organizations, senior diplomats, experts and scholars in the multilateral field will give lectures about international situation, multilateral diplomacy, UN issues and examination and recruitment system of international organizations. Simulation recruitment and interview of the UN and leaderless group discussions will also be held. About 230 participants from more than 80 universities and institutions at home and abroad took part in the event, with the number reaching a record high.
