Vice-President ZHANG Dan Speaks at the 40th Session of UN Human Rights Council on Adoption of the Third Universal Period Review Outcome Report on China
On 15th March 2019, the United Nations (UN) Human Rights Council adopted the third Universal Periodic Review (UPR) Outcome Report on China. United Nations Association of China (UNA-China) was the first to speak at the conference on Consideration of the UPR outcome of China when the floor was open to NGOs.
Madam ZHANG Dan, Vice-President & Director-General of UNA-China delivered a joint statement on behalf of UNA-China, Cuban United Nations Association, National Union of Jurists of Cuba, and National Association of Cuban Economists. In her statement, she appreciated the great progress China has made in promoting human rights for all Chinese, commended the endeavors made by Chinese government to ensure judicial justice, and welcomed that Chinese government accepted 284 out of 346 recommendations. She stressed that the ways to achieve human right values are diversified, and no person has the monopoly on the explanation of these values. She urged the Human Rights Council to recognize cultural diversity while promoting human rights. She also urged governments and NGOs to promote constructive and impartial exchanges through UPR on all human right issues including right to development.
Moreover, Madam ZHANG attended a side event. She introduced the situation in Tibet and refuted some misrepresented accusations. She stressed that the Tibet Autonomous Region, benefiting from the national policies and assistance from all across the country, has achieved tremendous economic and social development, and Tibetan people enjoy political, economic, social, cultural and other rights in accordance with the law.
The UPR mechanism aims to review how well the UN member states fulfill their duties and commitments on human rights on a regular basis. 14 countries including China, Saudi Arabia, Senegal and Nigeria participated in the third UPR of the UN Human Rights Council in November, 2018. According to the regulations of the UN, the reports for the third UPR of the countries mentioned above are adopted in the 40th session of the UN Human Rights Council held from February 25 to March 22.
