The 8th China International Civil Servants Capacity Building Programme Inaugurated in Nanning

 

The opening ceremony of the 8th International Civil Servants Capacity Building Programme was held in Guangxi Teachers Education University, Nanning, on July 23 2018. This Programme is sponsored by UNA-China and supported by the Department of International Cooperation of the Ministry of Human Resources and Social Security (MOHRSS) and hosted by Guangxi Teachers Education University. Remarks at the ceremony were given by Ms. Zhang Dan, Vice-President and Director-General of UNA-China, Mr. Ma Hezu, Deputy-Director of the Department of International Cooperation of MOHRSS, Ambassador Zhang Yue and Ms. Li Lanrong, Vice-Principal of Guangxi Teachers Education University.

In her opening remark, Ms. Zhang Dan said that China has been playing as an increasingly important constructive role in the United Nations and other international organizations since the inception of the reform and opening-up policy, but Chinas role is severely restricted by talents shortage. With Chinas rising international influence and the increasing need to further take part in global governance, as an important and responsible member of the international community, China urgently needs to cultivate a highly competent reserve talents team for international organizations. This International Civil Servants Capacity Building Programme aims to provide high-quality training for young people who are willing to work in international organizations. She hopes that the trainees will have a global vision and work hard to become qualified international civil servants.

Mr. Ma Hezu briefed the status quo of Chinas international civil servants. He highlighted the irreplaceable role played by international civil servants and the under-representation of Chinese in international organizations. He hoped that trainees would take international civil servants as one of their choices for future career.

Ms. Li Lanrong highlighted the history of Guangxi Teachers Education University and said that to host the International Civil Servants Capacity Building Programme is an important step for the University to further opening up and enhance international cooperation, and the University will work with all parties to make the Programme a success.

The China International Civil Servants Capacity Building Programme was initiated in 2011. It aims to train talents for the UN and other international organizations and those who are interested in multilateral diplomacy and global governance. Courses such as multilateral diplomacy, UN affairs and admission of civil servants of international organizations are delivered by current and former senior officials of international organizations, ambassadors, government officials, experts and scholars and etc. In addition, simulation recruitment and interview of the UN and leaderless group discussions will also be held. More than 160 participants from more than 70 universities and institutions from home and abroad will participate in this years Programme.
