Statement by Ambassador SHI Zhongjun of China on the Korean Peninsula Nuclear Issue at the IAEA Board of Governors Session in June 2018
Mr. Chairman,
For some time now, there has been a general display of a rare momentum of dialogue and détente on the Korean Peninsula. The issue of the Korean Peninsula is moving towards the right direction of political settlement. All parties concerned have made immense efforts to ease the situation on the Peninsula and restart the denuclearization process. The DPRK and ROK leaders successfully held two meetings and reached important consensus on improving bilateral relations, alleviating military tensions on the Peninsula, and promoting the realization of denuclearization and lasting peace on the Peninsula. The DPRK reaffirmed its willingness to denuclearize, stopped nuclear and missile tests, and recently abandoned the Punggye-ri Nuclear Test Site. China welcomes this move.
China’s position on the Korean Peninsula issue is consistent and clear. We stick to the denuclearization of the Korean Peninsula, the maintenance of its peace and stability, and uphold that all parties should find a peaceful resolution to this issue through political consultations. This position has never changed. As direct parties to the Korean Peninsula nuclear issue, the meeting between the DPRK and US leaders plays a key role in promoting the denuclearization of the Peninsula. Under the current circumstances, we hope that all parties, especially the DPRK and the US, cherish this rare historic opportunity, strengthen their resolve to dialogue, exercise restraint, accommodate each other, display goodwill, and strive to make this meeting between the top leaders happen and achieve results. As a close neighbor to the Korean Peninsula, China has always been committed to promoting peace talks on the Korean Peninsula nuclear issue and will continue to play a positive and constructive role.
The essence of the Korean Peninsula issue is an issue of security. The security concerns of all parties should be stressed when addressing the nuclear Issue. We need to seek solutions that address both the symptoms and root causes. The solution to nuclear and security issues complements each other. By integrating the actual situation of the Korean Peninsula issue and the concerns of all parties, China has put forward the “dual-track approach”, namely, to promote the denuclearization in parallel with building a peace mechanism for the Peninsula, to seek a reasonable solution that balances the concerns of all parties through dialogue and consultation and eventually achieve lasting peace and stability on the Korean Peninsula and in Northeast Asia. This approach is compatible with the actual situation of the Peninsula and is therefore both reasonable and feasible. We hope that we will get a positive response from all parties, who will work with China towards the same goal. China will continue to play an active role in promoting the denuclearization of the Korean Peninsula and advancing the process of a political settlement of the Korean Peninsula issue.

China took note of the Director General's remarks on the application of safeguards in the DPRK in his introductory statement. We support the Agency to enhance its readiness for returning to the DPRK to carry out monitoring and verification activities in line with its mandate and keep the Board of Governors up to date on the latest development.
