Statement by Ambassador SHI Zhongjun at the 50th Session of the Working Group B of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization


Mr. Chairman,

The Chinese delegation congratulates you on your re-appointment as Chairman of the Working Group on verification issues (WGB) and welcomes your presence on the podium of this session. The Chinese delegation will continue to collaborate with you and support your work. We will work together with all other delegations to enable this session to make positive progress.

The Chinese delegation listened attentively to the report delivered by Executive Secretary Zerbo and appreciates the work carried out by the PTS to promote balanced preparations for the CTBT implementation. Algeria made a statement just now on behalf of the G77 and China and we fully subscribe to the position and views expressed therein.

Mr. Chairman,

Last year, through joint efforts of China and the PTS, the Guangzhou RN station, the Beijing RN station, the Langzhou PS station and the Hailar PS station were certified consecutively. On his visit to China in January this year, Executive Secretary Zerbo attended a joint ceremony for certification of these 4 stations. The certification of the IMS stations in China in one batch represents a milestone. It shows both the latest achievements in advancing the CTBT verification regime and China¡¯s firm commitment to the objectives and purposes of the CTBT. China will tighten its cooperation with the PTS, keep up the maintenance work of stations and data transmission, give constant impetus to station certifications that will follow and further contribute to building up the CTBT verification regime.

Mr. Chairman,

The construction of the monitoring and verification regime is an important component of CTBT preparatory process. The Chinese delegation encourages the PTS to continue, within the mandate of the PrepCom and in strict compliance with the principles on testing and provisional operation among others, to make advances in a balanced manner with the building up of the IMS, the IDC and the OSI mechanisms and the related capacity building. In the same vein the Chinese delegation welcomes the recent good progress of the new permanent Equipment, Storage and Maintenance Facility (ESMF) project and expects the PTS to keep the project open and transparent and hold briefings thereon at regular intervals.

The IDC related technical issues and the NDC capacity building have occupied the attention of all parties in recent years. China has taken note of recent activities related to the IDC progressive commissioning plan as well as the relevant road map for phase 5b full scale experiment. The discussion on draft IDC validation and acceptance test plan is still ongoing and we hope that the PTS will listen to comments from the wide audience, reinforce its technical evaluation, take stock of experiences and lessons, adopt measures of continuous improvement and then report back to the WGB in a timely manner on progress made. In addition, China attributes high importance to the significant role of NDCs in the Treaty regime and it is our hope that the PTS will actively follow through projects on capacity building and ensure the input of resources for developing countries. China is also willing to make its contribution in this respect.

Mr. Chairman,

Executive Secretary Zerbo paid a successful visit to China in January this year. On that occasion Chinese Foreign Minister Wang Yi reaffirmed to him China¡¯s support to the CTBT and stressed that the Treaty ¡°is an important pillar¡± of international nuclear disarmament and such role ¡°is irreplaceable and its status cannot be questioned¡±. In the context of the present increasingly severe international security situation, it is all the more essential for the international community to maintain the authority and universality of the CTBT, continue to push forward the preparatory work for Treaty implementation, consolidate and expand international consensus on nuclear test ban. As one of the first State Signatories, China will continue to safeguard the purposes and objectives of the CTBT, abide by its commitment to moratorium/suspension of test, make steady advances with domestic preparations for Treaty implementation and lend active support to international efforts to bring the CTBT into force.
