Symposium on Commemorating the 45th Anniversary of the Restoration

of the Lawful Seat of the People’s Republic of China in the UN

On October 25, 2016, the Symposium on Commemorating the 45th Anniversary of the Restoration of the Lawful Seat of the People’s Republic of China in the UN was held in Beijing. Mr. Li Baodong, Vice Minister of the Ministry of Foreign Affairs, Mr. Wu Hailong, President of the Chinese People’s Institute of Foreign Affairs, Mr. Lu Shumin, President of UNA-China, Amb. Jin Yongjian, Former Permanent Representative of China to the United Nations Office at Geneva and other International Organizations in Switzerland, Mr. Jeffrey Feltman, Under Secretary-General of the United Nations, Mr. Nicholas Rosellini, UN Resident Coordinator and UNDP Resident Representative in China and Ambassadors of Algeria, Albanian and some other countries to China attended the Symposium.

In his keynote speech, Vice Minister Li Baodong noted that this day 45 years ago, the 26th Session of the UN General Assembly adopted Resolution 2758 with an overwhelming majority and restored the lawful seat of the People's Republic of China in the UN, thus allowing justice to take its course. This epoch-making event opened a new chapter in the UN-China cooperation and the United Nations became a truly universal organization. In the past 45 years, China has make positive contribution to the UN cause by engaging in peace keeping and the prevention of violence, defending international law, promoting common development, arms control, healthy development of human rights, social justice and overall development of the human being. In today’s situation, President Xi Jinping put forwarded the important thought of building a new type of international relations with win-win cooperation at the core and a community of common destiny for all mankind. Going with the trend of the times, it serves not only as transcendence over and innovation of the traditional theory of international relations, but also as inheritance and development of the spirit of the UN Charter. China is willing to establish more inclusive and constructive partnerships with other countries and stands ready to work with all member states of the UN to build a community of common destiny for all mankind and realize the lofty goals of the UN through concerted and persistent efforts to achieve peace and security, promote common development and cultural exchanges, and promote ecological civilization.

President Wu Hailong said that the restoration of the lawful seat of the PRC in the UN marked the growing strength of developing countries. China vigorously promotes the Five Principles of Peaceful Coexistence and upholds the authority of the UN Charter. China supports the democratization of international relations, advocates diversity in the mode of development, speaks up for the interests of the developing countries and pushes forward South-North and South-South cooperation. At present, with our own economic development and structural adjustment entering a deep water area, China still shoulders its responsibility as a major country in dealing with global and regional issues. In this year’s G20 Summit, China for the first time gave high priority to the development agenda in the global economic governance and also made China’s National Plan on Implementation of the 2030 Agenda for Sustainable Development.?Mr. Wu stressed that peaceful development is a shared dream for both China and the UN. China's future is so closely linked to that of the world that its major-country diplomacy with Chinese characteristics can hardly do without efficient multilateral cooperation and governance. Likewise, the cause of world peace and development definitely needs the commitment and contribution of China. The world is expecting China to play a greater role and to contribute more Chinese wisdom, ideas and experience. China will deem it its duty to build a new type of international relations with win-win cooperation at the core and a community of common destiny for all mankind as proposed by President Xi. It will attach more importance to the multilateral system centered on the UN and make deeper engagement in political and security issues as well as in the global governance. China will strive to build the Belt and Road and seek for an open, innovative, inclusive development. It is committed to foster equal partnership with mutual respect and promote cultural exchanges featuring harmony in diversity and mutual learning and understanding, thus combining joint efforts towards global sustainable development.

President Lu Shumin said that the past 45 years since the restoration of the lawful seat of the People’s Republic of China in the UN was a history of China’s practice of the independent diplomacy of peace , a history of China’s fulfilling international justice, obligations and responsibility, a history of China’s increasing engagement in global governance, reform and improvement of multilateral mechanism, and a history of profound changes in the relations between China and the rest of the world. In today’s world, countries are more than ever faced with common development, interests, challenges and governance, which make the role of the UN all the more prominent. Last year, President Xi Jinping attended a series of summits on commemorating the 70th anniversary of the founding of the United Nations. The speeches he made at the summits showed China’s determination and actions of meeting global challenges with people from around the world and building a community of common destiny for all, chartering the course for China’s future participation in the UN affairs and injecting new impetus for UN’s development in the new era.

At the Symposium, representatives had in-depth discussions on the themes of Commemorating the 45th Anniversary of the Restoration of the Lawful Seat of the People’s Republic of China in the UN, and Reviewing China’s Contributions to the UN and Building a Community of Common Destiny for All Mankind and Looking Forward to China’s Future Contribution to the UN. They believe that the return of China is of historic significance in that it corrected the mistake of UN’s long-time exclusion of a country with the world's largest population. Over the past 45 years, China, as the biggest developing country and a permanent member of the Security Council, has been firmly upholding the purpose and principle of the UN Charter, strengthening solidarity and cooperation with developing countries, thus making great contribution to the world peace and security as well as common development. In the coming years, China will deem it its duty to build a new type of international relations with win-win cooperation at the core and a community of common destiny for all mankind. It will make greater efforts to advance the cause of the United Nations.
A special theme of the publication of the National Plan for the Implementation of the 2030 Agenda for Sustainable Development was also discussed at the Symposium.The symposium was jointly hosted by the United Nations Association of China, the Chinese People's Institute of Foreign Affairs and United Nations in China. More than 80 representatives from the Chinese government, the UN system in China and Ambassadors of some countries in China as well as scholars attended the Symposium.
