International Seminar on Green Recovery in Post-Pandemic Era Successfully Held

On March 30, 2021, the United Nations Association of China (UNA-China) hosted the International Seminar on Green Recovery in Post-Pandemic Era in Beijing.

The UN Resident Coordinator in China Mr. Siddharth Chatterjee, the UN Assistant Secretary-General and Executive Director of the UN Institute for Training & Research Mr. Nikhil Seth, Director of Globalization and Development Strategies Division of the UN Conference on Trade and Development Dr. Richard Kozul-Wright, Chief of the Policy Development and Implementation Section of the UN Forum on Forests Secretariat Mr. Hossein Moeini-Meybodi, Head of the UN Environment Program China Office Mr. Tu Ruihe, Director of California-China Climate Institute at University of California Dr. Dai Fan, Counselor of the Department of International Economic Affairs of Ministry of Foreign Affairs of China Ms. Deng Hongmei, Director of Institute of World Economics and Politics of Chinese Academy of Social Sciences (CASS) Dr. Zhang Yuyan, Head of Regional Economic Research Center of Chinese Academy of International Trade and Economic Cooperation Mr. Zhang Jianping, Executive Dean of Chongyang Institute for Financial Studies of Renmin University of China Dr. Wang Wen, Vice Dean of School of International Studies of Peking University Dr. Zhang Haibin, Deputy Secretary-General of China Biodiversity Conservation and Green Development Foundation Ms. Wang Hua attended the Seminar as the keynote speakers. More than 120 participants, including the UN officials, experts and scholars at home and abroad, research institutions, and NGOs joined the Seminar through on-site and online participation. Mr. WANG Chao, President of UNA-China and Chinese People¡¯s Institute of Foreign Affairs (CPIFA) presided over the seminar and delivered opening and closing remarks.

President Wang Chao said, the COVID-19 pandemic posed an unprecedented challenge to mankind and had a disproportionate impact on developing countries, resulting in food and debt crisis. The world economy is declining, international trade and investment are shrinking sharply, and the world financial market is fluctuating. The COVID-19 pandemic further exposed deep-seated problems such as unfairness and unreasonability in the global governance. Meanwhile, the pandemic has brought more financial pressure to all countries, and the response to climate change and the implementation of the UN Sustainable Development Goals (SDGs) are facing serious difficulties. Promoting green recovery in the post COVID-19 era has increasingly become a new global consensus, which is the due meaning of achieving high-quality development and the only way to deal with climate change.


President Wang Chao said, the year of 2021 is of great significance to China. This year marks the 100th anniversary of the founding of the Communist Party of China, the 50th anniversary of the restoration of the lawful seat of the People¡¯s Republic of China in the UN, and the 20th anniversary of China's accession to the World Trade Organization. The 15th meeting of the Conference of the Parties to the Convention on Biological Diversity will also be held in Kunming, China. Facts have proved that the international system with the UN as the core and the multilateral trading system with the WTO as the cornerstone have played an irreplaceable role in maintaining world peace, strengthening international cooperation and promoting mutual benefit and win-win results, which are crucial to China's development and world prosperity. At present, China is taking the new development concept of innovation, coordination, green, openness and sharing as the guide to promote the comprehensive green transformation of the economy and the society in pursuit of high-quality development. China has announced that it will enhance the Nationally Determined Contributions, and work with all parties to further deepen international cooperation in response to climate change, prompt the implementation of the UN SDGs, and promote the building of a community with shared future for mankind.

Participants discussed topics like ¡°Global Environmental Governance in Post-Pandemic Era¡± and ¡°Global Economic Governance in Post-Pandemic Era¡±. They shared the view that in fighting against the pandemic and promoting green recovery, all countries should exercise equal, inclusive multilateralism based on mutual respect, support the integrated and interconnected globalization, uphold the international system with the UN at its core, and promote WTO reform on the basis of extensive consultation. We should build a fair, reasonable and efficient global governance system. In the face of global challenges, all countries should strengthen unity, cooperation and coordination. There is no way out for confrontation, containment and divide. All countries need to facilitate trade and investment, maintain the stability of industrial and supply chains, create a fair, just and non- discriminatory development environment, and guide economic globalization in the direction of openness, and inclusiveness. Countries must embark on the road of green and low-carbon development, accelerate economic transformation and scientific and technological innovation, improve green investment and financing, and partner with private sectors. More attention should be paid to developing countries and more support should be given to vulnerable groups in the implementation of UN SDGs and the Paris Agreement on climate change. China is expected to provide stronger impetus for green recovery in the post pandemic era.

Participants indicated that China has always adhered to the concept of building a community of shared future for mankind. While coordinating epidemic prevention & control and economic & social development, China is firm on its opening up to the outside world, deepens mutually beneficial cooperation, and makes every effort to maintain the stability of global industrial and supply chains, which has significantly contributed to the recovery of the world economy. Mr. Siddharth Chatterjee, the UN Resident Coordinator in China hailed China as a model in fighting the COVID-19 and emphasized that China¡¯s experience in poverty alleviation was worth learning. He also stressed that the new development concept being implemented demonstrates China is playing a leading role in responding to climate change and advancing sustainable development goals.
